The Behavioural Insights Network Netherlands (BIN NL) is a collaboration between all Dutch ministries and government agencies for the application of behavioural knowledge within the Dutch government. BIN NL supports the ambition of the Dutch central government to improve the feasibility, effectiveness, and efficiency of policy throughout the entire policy cycle - development, implementation, supervision, and communication - by making use of knowledge from the behavioural sciences.
In response to reports from the Netherlands Scientific Council for Government Policy (WRR), the Dutch Council for Social Development (RMO) and the Council for the Environment and Infrastructure (RLI), in 2014, the government announced its intention to encourage the application of behavioural insights in policymaking, The government would like behavioural pilot programmes to be carried out at all ministries and a government-wide network to drive this process. BIN NL was founded for this reason in 2014. The position of BIN NL was endorsed in the government's response to the report ‘Weten is nog geen doen’ (‘Knowing isn’t doing:’) from the WRR.
The behavioural knowledge coordinators from all ministries and governmenal organisations are members of the BIN NL core team. Within their organisations, they advocate the application of behavioural insights in policymaking and offer guidance and support, where necessary. The BIN NL core team members are listed under the contact persons for the ministries.
BIN NL provides a progress report on the application of behavioural insights at the ministries to the Senate and the House of Representatives every two years in the publication Rijk aan gedragsinzichten (‘A Wealth of Behavioural Insights’). We also collate knowledge and experiences in thematic publications, see for example the manual Gedragstechnieken voor brieven en e-mails (‘Behavioural techniques for letters and emails’) and Hoe is gedrag te onderzoeken?
